Mark, I have just returned from vacation out of the country.  I returned
to find all my computer equipment rebooted and other electronics in need
of resetting because SCE had, in my absence, installed smart meters on my
building (interrupting power as they did so).

Further, I've discovered that the promised access to detailed power usage
patterns that was supposed to be the reward for this smart meter process
is, still, just a promise.  I received an advisory that I could tell how
much power I'm using by going down to my meter, opening the door to the
meter box, noting the number on the meter, then going back a day later and
seeing how that number has changed.  I could, of course, do exactly that
with my trusty old mechanical meter.

As a customer, then, I am underwhelmed.  As a Councilmember, I have been
receiving multiple concerned requests from constituents, like the one
below.  Does SCE truly offer NO opt-out in Santa Monica?
