As examples of weapons:

"directing  a  source  of  energy  (including  molecular  or  atomic  energy,  sub-atomic  particle  beams,  electromagnetic  radiation, plasma, or extremely low frequency (ELF)  or  ultra  low  frequency  (ULF)  energy radiation) against that object."

"Inflicting  death  or  injury  on,  or  damaging  or  destroying,  a  person  (or  the  biological life,  bodily  health,  mental  health,  or  physical and economic well-being of a person)—  through  the  use  of  any  of  the means  described  in  clause  (i)  " <meaning above weapons>

"...through  the  use  of  land-based, sea-based,  or  space-based  systems  using radiation,  electromagnetic,   psychotronic, sonic,  laser,  or  other  energies  directed  atindividual  persons  or  targeted  populations for  the  purpose  of  information  war,  mood management,  or  mind  control  of  such  persons or populations; or"

"By  expelling  chemical  or  biological agents in the vicinity of a person."

" Such terms include exotic weapons systems such as—

(i)  electronic,  psychotronic,  or  information weapons;

(ii) chemtrails;

(iii)  high  altitude  ultra  low  frequency weapons systems;

(iv)  plasma,  electromagnetic,  sonic,  or  ultrasonic weapons;

(v) laser weapons systems;

(vi)  strategic,  theater,  tactical,  or  extra-terrestrial weapons; and

(vii)  chemical,  biological,  environmental, climate, or tectonic weapons.

 The  term  ‘‘exotic  weapons  systems’’  includes weapons designed to damage space or natural ecosystems  (such  as  the  ionosphere  and  upper  atmosphere) or climate, weather, and tectonic systems with  the  purpose  of  inducing  damage  or  destruction upon  a  target  population  or  region  on  earth or  in space.

In fact, this proves why governments will always say 'there is no research proving that electromagnetic frequencies from cell phone, wifi etc damage', because otherwise these industries would have to answer for their crimes in court.

Unless they change this bill, they cannot admit that these frequencies damage us, unless they are totally untied from the interests of the industry.

Will they admit they are chemtrailing our space? No. Even though they leave patents exposed, showing all their devices and mixtures for spraying the skies.

If someone is interested in chemtrails, Ty Bolinger speaks about it here. There is no single doubt chemtrails exist and this document above also proves they know about them - they even call them chemtrails!!!

--------------------
So they do know that one can damage or destroy a person, or the bodily health, or the mental health by directing a source of energy, be it atomic energy, sub atomic beams, electromagnetic radiation, plasma, ELS or ULF radiation.

They have to deny then that this is even possible, that they know about it - even though it's published in this bill....

Too many people. Birth rates in teens down 50%.. can you say cell phone in the pocket?

Between 2010 and 2011, the U.S. population increased by 0.7 percent, after averaging 0.9 percent growth each year from 2000 through 2010. ... The decline in U.S. population growth is likely due to a confluence of factors: lower levels of immigration, population aging, and declining fertility rates.
What's Driving the Decline in U.S. Population Growth?

US population growth hits 80-year low, capping off a year of demographic stagnation
William H. FreyFriday, December 21, 2018

The U.S. population growth rate of 0.62 percent for 2017-2018 is the lowest registered in 80 years. While the nation’s growth rate varied through wars, economic upheavals, baby booms, and baby busts, the current rate reflects a further dip in a trend toward a lower level of growth—below 0.80 percent—registered since the Great Recession of 2007-2009.

In the United States, teen-aged moms are increasingly rare. In 2016, the teen birth rate dropped 9% compared to the previous year, a new government report published Friday found. This record low for teens having babies continues a long-term trend.
The birth rate among teen girls has dropped 67% since 1991, according to the National Center for Health Statistics, which presented preliminary data for 2016 based on a majority (99.9%) of births.

Yeah, definitively. Not only phone in the pockets, but also phone under their pillows in the night.

Drop in population is a worldwide phenomena. I think it's stronger in developed nations, in Asia too...
