As far as I am aware, Magnetic field and Electric field are different, Electric field is present at each electric wall socket of the house as long as the breakers at the breakers box are set on, Magnetic field come on top together with electric field when we turn on a device connected to the socket wall and the current strart  to flow along the copper cables or wires inducing a magnetic field.

Why Electric field is measured in V/m and sometimes also high frequency non ionizing microwave radiation have the same units so far is also a bit confusing to me,

I think is better to refer what you are calling electromagnetic radiation from cell towers as RF or Radio Frequency radiation which has nothing to do with electromagnetic fields coming from wires or cables in which current  can or not run along such cables, if there is only potential difference (Volts) present in such cables there will be only electric field and if on top of that there is  also current (I) running along the cables, then will be present also Magnetic fields around the cables

Sometimes if the cable is composed of two wires, live (in which the current run in one direction) and and neutral (in which the exact same amount of current come back in opposite direction), then both created magnetic fields are opposed to each other and therefore cancel each other giving result of zero magnetic fields around the cables even if current is running
