Can you identify this tower?

Hi folks,

A friend of mine sent this photo of an unusual tower.  I don't recognize what this might be, somehow doesn't look cellular, nor 5g from my experience.  

Anyone know the purpose of this type of tower, from the look of it?

A friend tells me that these are GWEN (Ground Wave Emergency Network) towers.  I've searched for conclusive evidence on this but have been unable to find it.  Lots of info on the web for GWEN towers which are all over the US, and sometimes shown are metal-rod type antennas and sometimes they're white panels. Today I see the metal rod antennas mixed with white panels on the same tower.

Jesse Ventura did a series on TruTV called "Brain Invaders" where targeted individuals claimed GWEN towers were tormenting them.  The crew follows the people to what they claim is a GWEN tower.  Keep in mind that this is a Hollywood-type entertainment production, but sometimes they give us a little truth mixed in with the lies:

Ah, thanks for the info...  I looked up GWEN, and according to the wiki page, it's a cancelled military communication system using LF (150 - 175 kHz), that was designed to survive a nuclear EMP attack.  The wiki page states that some of the towers are now being used for our GPS system...  I did find a research paper on GWEN...  https://www.ncbi.nlm.nih.gov/books/NBK208989/

There is a lot of disinformation out there, so true.  We have to be careful about what we see as truth, each of us has to be diligent and do the research to find what's true and what's misinformation or disinformation.  I don't take anything at face value anymore, without digging deeper...
